MLB Players Balk at Owners’ Proposed Free Agency Revamp

An already massive gulf between MLB players and owners grew further following a new proposal focused in part on free agency.

An already fractious set of MLB labor talks took another difficult turn Thursday, as the league proposed a heavily restricted free agency window that was quickly rebuked by the MLB Players Association. 

Extending from a previously proposed set of cutbacks to the league’s reserve system, management laid out a supplemental vision that would rework how the sport’s free agency operates. Among the latest potential shifts put on the table:

  • A new calendar for free agency. Instead of extending through the entire offseason, the owners envision operating in two parts: a roughly two-week period extending from the Monday of Winter Meetings in early December to the 21st of that month, and then a second part beginning on the first Monday of February. The roughly six weeks in between would be a quiet period in which no trades or free-agent signings would be allowed. With this proposed shift, management envisions an initial free agency sprint more akin to the NFL and NBA.
  • The creation of weekly rosters to reduce in-season churn, with teams operating all year more like they do during the playoffs. There would be permitted exceptions for situations such as trades, injuries, and waiver claims. 
  • A reduction of injured-list minimums from the current 10 days for position players and 15 days for pitchers to new timetables of one and two weeks, respectively, and an increase in the 60-day IL (which doesn’t count against 40-man roster limits) to 12 weeks. 
  • A reduction of in-season options to minor leagues from five to four. 

Each of these management proposals is in concert with MLB’s previously sought-after hard salary cap.

“A cap-and-floor system would unlock additional opportunities to improve the game for players and fans, creating more stability in rosters, getting the best players to the major leagues more quickly, and accelerating the pace of our offseason,” said MLB spokesman Glen Caplin.

Union Response

The union has already rejected any renewed suggestion of a salary cap, continuing a stance the organization has held for decades. The latest management proposals, which build directly from the rejected cap proposal, received much the same reception.

“Their latest proposals regarding free agency would eliminate player rights by establishing an artificial free agency window, subject to a salary cap, which would reduce player leverage and create a game of musical chairs pitting player vs. player,” said MLBPA interim executive director Bruce Meyer. “The suggestion that the only way to limit roster churn or incentivize earlier free agent signings is with a salary cap is entirely unserious.”

MLB and the MLBPA also remain far apart on the format and timing of the draft, with both sides looking to make significant changes.

The current labor deal expires Dec. 1, and a management lockout is expected at that point. As a result, the state of the 2027 season stands in some doubt.
